New rules for registering foreign nationals during 2018 FIFA World Cup15 May, 2018
The aforementioned decree provides that foreign nationals (including highly qualified specialists) and stateless citizens having come to Russia for temporary stay (or in temporary or permanent residence in Russia) should be registered at their place of stay or their place of residence within three days of their date of arrival at their place of stay or place of residence. Foreign nationals are registered upon submission of the documents provided by Russian law by their host or by themselves directly to the local division of the Russian Ministry of Internal Affairs or to the Multifunctional Center for Рrovision of State and Municipal Services.
Previously, foreign nationals had from 7 to 90 days to register depending on whether they were regular foreign nationals or highly qualified specialists. After the World Cup, the registration deadlines will be the same as they used to be previously, i.e. from 7 to 90 days.
An administrative fine from RUB 400,000 to RUB 500,000 rubles for each violation will be imposed on legal entities failing to comply with the new registration rules.
Employers will be required from May 25, 2018 to July 25, 2018 to register their foreign employees at their workplace address within three days of their arrival in Russia.
